State to file affidavit before NGT on 15 year old vehicle issue

SHIMLA: While the National Green Tribunal (NGT) would hear the Rohtang pass pollution case on February 23, state government has started preparations to comply with the NGT orders. Chief secretary P Mitra on Wednesday held a meeting of officials to discuss the implementation of plan to make 13050 feet mountain pass pollution free.

NGT bench headed by its chairman Justice Swatanter Kumar on January 21 had directed the concerned Joint Secretary of Union Ministry of Petroleum and the concerned Secretary of Himachal Pradesh, Director of Transport and OSD of Petroleum and Natural Gases Regulatory Board to hold a meeting within 10 days and submit a report to the Tribunal both on the short and long term measures while ensuring that CNG station could be made operative in the coming tourist season.

Sources said that on the issue of stopping 15 years old vehicles from plying on Rohtang pass, state transport department would submit an affidavit befre NGT in next hearing to seek further directions on the polluting vehicles issue. Sources said that in the meeting it was discussed that directions which are difficult to be implemented would be brought into the notice of NGT to seek further clarifications. In the meeting Chief Secretary has directed the officials to remove the illegal structures from Solang Nullah, Rohtang Pass and Marhi.

To reduce the rush of vehicles a ropeway project was proposed between Vashishtha and Rohtang pass but some officials had rejected the proposal without studying similar projects located in other places. After coming to know about the callous approach of officials on rope way project, National Green Tribunal in its last hearing had summoned the official, who had formed the opinion that rope way was not feasible, for appearance. NGT has given another opportunity to Executive Engineer Mechanical cum Rope Way Inspector Kullu to produce relevant records before the Tribunal and has listed the matter on February 27, 2015.
